“20 years ago we had nothing, no health service or education that was for the people. No people could name their own authority if it was not recognized or controlled by the political parties. No people could dismiss its authority if it did not fulfil its duty and obligation, or when it became manipulative and corrupt, because it was backed by the official state and federal governments, meaning that there was no level of authority which was truly serving the people .
